Włocławek and OSGE Sign an Agreement on Cooperation

The City of Włocławek and OSGE have signed an agreement defining the principles of cooperation related to the implementation of a SMR project in Włocławek where OSGE plans to build up to six small modular reactors based on BWRX-300 technology.
The agreement marks another step toward the deployment of zero-emission energy sources that will ensure stable supplies of electricity and heat while strengthening the region’s economic development.
“This investment is a landmark opportunity for Włocławek and the entire region. Modern nuclear energy is not only about energy security and stable, competitive prices for electricity and heat for our residents, but it also accelerates development that will increase the investment attractiveness of our city,” emphasizes the President of Włocławek, Krzysztof Kukucki. “We want the project to be carried out in dialogue with the local community, with full respect for its needs and expectations,” he adds.
The parties jointly point out that one of the main challenges is reducing energy costs and decarbonizing district heating systems. The construction of small modular reactors makes it possible to generate both electricity and heat in a stable, accessible, and zero-emission way.
The BWRX‑300 SMR, developed by GE Vernova Hitachi Nuclear Energy, is the most advanced SMR design in the world. Its deployment in Poland places Włocławek among the pioneering nuclear investments in Europe.
“The Włocławek project is not only our number one investment in Poland, but also the first small modular reactor in Europe. It is an advanced and proven technology, based on many years of experience of our partners from the U.S., while also optimized for cost efficiency, time of deployment, and tailored to the needs of our industry, power grids, and decarbonization challenges,” says Bartosz Fijałkowski, Vice President of OSGE. “Cooperation with the self-government of Włocławek is crucial for us – we want to develop this project in a transparent way, for the benefit of the local community and the entire region.”
In accordance with the provisions of the agreement, the parties will cooperate, among other things, in the areas of public communication, educational activities, and the exchange of information regarding the investment process. A local information center will also be established in the city to provide local community with access to reliable knowledge about the project and nuclear energy.
OSGE is carrying out advanced preparatory work for the investment. The special-purpose vehicle BWRX‑300 Włocławek sp. z o.o. has obtained a decision in principle from the Ministry of Energy as well as a decision from the General Director for Environmental Protection (GDOŚ) defining the scope of the environmental impact assessment report. Environmental and site studies are already underway, leading to the submission of an application for a construction permit.
The deployment of the nuclear power plant opens new opportunities for economic development. A single BWRX‑300 unit will generate over PLN 8 million (EUR 1,86 mln) in personal income tax (PIT), PLN 80 million (EUR 18,6 mln) in corporate income tax (CIT), and over PLN 360 000 (EUR 84 000) in property tax annually. It will also create nearly 200 jobs, along with several hundred additional indirect jobs.
Projects requiring large amounts of energy, such as data centers, may also be developed in the vicinity of the plant, further increasing the region’s investment potential and contributing to job creation. The project is also aligned with Poland’s long-term energy transition goals, while addressing the local needs of residents and businesses.
